In Photoshop, I separated out a design element from a concrete wall that I found in Chattanooga. I flipped a copy of the basic element horizontally to make the other side of the shape. To make a smoother and softer surface texture I used the Fantastic Machines- Paint Engine plugin.
From there, I rotated copies to create a base of 4 units, then rotated those?elements every 22.5 degrees. Changing the hues to red, yellow, and blue added to the complexity of the pattern. A blackground layer makes it stand out. Finally, I added a small glow for a finishing touch using the Alien Skin Eye Candy Gradient Glow plugin.

In the version below I used the Flaming Pear- Kyoto Color plugin to recalculate all the colors.
